First the floor, then the trim. If you are going to paint the walls or ceiling, do that first.

In the rooms you plan to install carpet you will need to install the base boards 1st and paint or stain them before installing carpet. In the rooms for tile the base goes in last.

If you are installing carpet, then the side boards go first. If you are installing tile, the tile gets installed first.

If you mean the 'baseboards' carpet/tile goes down first.
Baseboards are to cover any gaps around edges.
