I never understand boyz! If he said that he still likes you and asks if you want to go out with him again, and then tells your friend that you guys aren't dating, than he may be scared to admit that he still likes you around other people. If he honestly meant that he likes you, that he's a coward to admit it. Maybe he wants a private relationship, but I would stay strong and just get rid of him. I say if he can't tell others that he likes you, then dump him.
But before you do, you might want to ask him honestly if he wants to go out with you or not. If he says he does than ask him why he can't tell your friend the truth. If it's a crummy answer that doesn't mean anything, than I would say DUMP HIM.
But you should always trust your heart before Yahoo Answers.

It means either your ex is playing games or he's afraid to let on to others that he still has feelings for you. You need to ask him directly, that's the only way you'll know for sure.
