It means that you're exploiting a person for personal gain (monetary or otherwise) by putting them in a dangerous or embarrasing position.

Example: I have pictures of George Bush kicking a puppy. No one saw him but me. I then tell him to give me $10 million dollars or I give the pictures to the Associated Press.

I would then be blackmailing W into monetary gain by exploiting the situation I put him in.

black mail is bribery. When someone has information or pics of something that someone does not want anyone to know about. Like pics of someone having an affair. It is also against the law.

It's a threat. You are forced to do something or give something up against your will. This is done by threatning to kill a loved one or expose a private affair in your life. Hope that helps.
