Stack all your charcoal over the grill in a pyramid shape.
Stuff some old news paper under the grill and light it up. That way the flames will go up straight to the charcoal and it will easily burn the coals and it also burn all those things sticking into your grill. Turn over your grill back and there you have it! Clean grill and nice buring coals.

Without lighter fluid, you would have to have a charcoal chimney that uses paper in the bottom. There really isn't much you can do without a starter. There is a charcoal sold that doesn't require fluid but it doesn't sound like you have that either.

Kingsford charcoal has a brand with fluid in the charcoal and wood chips mixed in. Use a small amount of new paper light bunched up under the charcoal.

Newspapers, several sheets, wadded up. Add a few small sticks of dry wood if you have it (dead twigs from a nearby shrub or tree). Put the charcoal on top and light the paper.

You should get a charcoal chimney. You put in the coals and add newspaper underneath. Light the newspaper on fire and wait until the coals are on fire (not just smoking), and they'll be ready.
