Any thing it says that is good, kind, considerate, passionate, moral, caring and loving is of God. Anything bad, evil, wrong, unmoral, or mean is of the devil. Be careful of voices in your head.

I've only heard from the Lord three times in the "still, small voice," but every time it was during prayer... Twice it was during intense prayer and the other was during a routine prayer about something very important to me. So, judging from my experience, if you were praying or were in a prayerful state, in could have very well been. Not to say God wouldn't speak otherwise... Just it has never happened to me that way... And when the prophets would get a word from God it was usually through prayer.
Other times I believe God speaks to us through impression or someone or something else, or His word... But every now and then I think he will directly speak to us, in the still, small voice, in our minds. I don't think it is a common thing, however, for simply that reason...so it doesn't become a common thing, and lose it's importance somehow.

We are all blessed with the gift of discernment. The Lord speaks to all of us whether the voice is small or large depends on how accustomed we are to listening.
Innately we know the right things to do; however many drown out the voice of the Lord with personal agendas, worries and self-centeredness.
If you can do or say it with a truely pure conscience, its the Lord.

After the Bible was written, God's message was complete and the Bible is very clear on adding to it; if anyone claims that they have any specific, and therefor must be new, messages from God, it is in violation of what God says no man may ever to do.
If you are in any doubt regarding this matter please read the final warning in the book of Revelation 22;18-19.
Be very careful of appealing to your human need to feel good and attributing to God something that is what you want.
If the things you hear are just your thoughts, and they are good and reinforce His Word, then you should be happy.
This movement of speaking in tongues is very symptomatic of wanting attention and relying on euphoric highs to attracts new members to churches. Of these things, the Bible repeatedly warns of.

Check out to see if your "conscience" is speaking the same as the Bible on the subject. You can go to biblegateway.com to look up topics and passages. Check out many verses around the passage you find in order to get the context.
God's Word will never contradict itself. Some people may think they are finding contradictions, but the topic, most likely, was not searched out in it's entirety.

That's a good question. It could be God or the devil or aliens or your evil inner twin or the fbi or your great great great grandma.
The thing is to not let voices rule you. Make your own decisions based on your own sense of right and wrong. After all, grandma doesn't always know best.

If the voice helps you on the love/fellowship/sharing with others path then go with it. If it tells you to judge others/use the attitude I'm better than you are/you will not be on the love path.

Depends on what it's saying. If it's saying, 'kill anyone wearing a red headband', it's not the Lord. If it's reflective of something you've read in Scripture, that's probably Him.
