In most states you must be 18 to get a tattoo period. SOME allow tattoos at 16 with parental consent at the time of the tattoo with proof of ID for both parties and some times other documents required too. Look up local laws and/or call shops in your area. In Washington you must be 18.

As a manager of a Tattoo studio, I can say that here in missouri the legal age is 18.However with parental consent you can get a tattoo at 16. There is alot of paperwork to be filled out and the tattoo is ultimatly up to the manager or artist.Good luck!
