Do they design submarines (layout) so that if it is completely facing downwards the men would be able to climb up to the control center or reach controls?!?

an upside down submarine? that is a dead submarine and any scenario that results in this would be highly unlikely to involve survivors.

The people who control the reactor, throttles, depth, and steering all have seatbelts so they could possibly stay in their seats if buckled up and operate their controls.

The reactor plant is not made to operate upside down or at extreme angles. Pressure control and the ability to control reactor temperature would be compromised. The feed pumps would stop operating and soon the steam plant would stop producing electricity and turning the propeller. The ballast tanks would remain full; the trim tanks might slowly drain and increase buoyancy.

In short, this would be a very bad situation and many of the crew may become injured, but the sub would likely make it back to the surface.

That is like the old nuc school question about what would happen if a submarine turned over. It would sink to below crash depth and be destroyed.

nope. you would have to jump up into the next level, and all the controls would be a ***** to get to.
