I will answer your question this way. A Christian should always do what the Holy Spirit leads them to do.

Sadly, in this world today, I feel that as a woman my safety and the safety of my kids in the car outweighs any obligation to the stranger. I do have a cell phone, and I call in a stranded motorist to the state highway patrol. But stop??? NO way.....

The answer is obvious.
"A man was going down from Jerusalem to Jericho, when he fell into the hands of robbers. They stripped him of his clothes, beat him and went away, leaving him half dead. A priest happened to be going down the same road, and when he saw the man, he passed by on the other side. So too, a Levite, when he came to the place and saw him, passed by on the other side. But a Samaritan, as he traveled, came where the man was; and when he saw him, he took pity on him. He went to him and bandaged his wounds, pouring on oil and wine. Then he put the man on his own donkey, took him to an inn and took care of him. The next day he took out two silver coins[e] and gave them to the innkeeper. 'Look after him,' he said, 'and when I return, I will reimburse you for any extra expense you may have.'
"Which of these three do you think was a neighbor to the man who fell into the hands of robbers?"
The expert in the law replied, "The one who had mercy on him."
Jesus told him, "Go and do likewise." (Luke 12:30-38)
Our response? Just as obvious. We're scared, we're judgmental and we're wary of those not like us.
And you think being a Christian is easy?

As a member of the human race, I would feel obligated, especially as, twice now, I've been stuck at the side of the road with no phone!
Although, I would be keeping the window nearly all the way up and only ringing help for them.

No, it is dangerous to stop. You do not know if the person is truly stranded or not. You have to protect yourself.
You CAN take the license plate number and call 911.
That would be helping the person if he/she truly needed help.
(Did you see the movie "Monster"?)

I have stopped to help. Also have jewish and atheist friends who have done it. I have been stranded and been mighty thankful when someone stopped to help.
Maybe it's not as much a question of being Christian as it is of being human.

If you are by yourself no. Don't stop. If it is a man, hesitate. You can offer to call if you have a cell phone. It is too dangerous to stop.
