Why is it that an XO in the navy can relieve a Captain? What is the thinking behind this?

The Xo can relieve a captain if he thinks the Captain is issuing an unlawful order, or acting in an irrational manner and is putting the crew at unnecessary risk, however the Xo has to have support from the crew and he is putting himself and his career on the line if the charges prove to be insufficient!

There are situations that can arise where a commanding officer may be unable to fulfill his duties or may be placing the crew in unnecessary harm due to mental incapacity, intoxication, or even treason. In such circumstances, regulations provide for ways in which a CO can be relieved of command. This is not an easy thing to due, there can be a fine line between relieving a CO of duty and mutiny. An XO better be very sure of what he's doing if he tries it.

The XO can relieve a Capt only if they can show the Capt has violated the code of conduct in some flagrant manner. The reasoning will be reviewed. If the XO was wrong, their career (and perhaps liberty) will end.

Watching to Caine Mutiny,I see.

It can be done, but only AND only if, the captain is not capable of performing his duties.due to sickness or injury.Otherwise it is Mutiny.
