Why would anyone annoy a tree (yew)?

If you encouraged the person's conversation out of politeness, it may be difficult to end it, especially if the person has a mental or emotional problem.

A conversation does not pass from annoying to illegal just because you don't want to talk any more, but if you tell the person to stop following you and move away, but he follows you, or if the person starts threatening you verbally, then his behavior might be illegal.

I once had this happen in San Fran on a cable car. I tried to keep some humor into the situation, but never took my eyes off this guy. He was definitely psycho. My advice would be to avoid this person, and if that's not possible I would alter my bus schedule. If none of this is possible, call the police. Maybe this person has already crossed the line.

It doesn't. Simple as that. You possess the opportunity to walk away so you are just as responsible for the situation if you stay. Just because it's at a bus stop has NO bearing on it's legality.

The "conversation" only becomes "unlawful" if the person is making threats to your property, self, or other persons and appears to have the means to make good of his/her threats. If they are just being annoying walk away from them.
