Each political subdivision handles things differently; different people at the same place handle things differently. Easiest is to contact a lawyer. You will need a good reason to do so, police clearance, the whole nine yards, then you will need to contact everybody and his brother advising of the name change if and when you get it done. (You know, like the IRS, Social Security, DMV, etc., etc., et al.)
Or, you can pick a name out, mail something to yourself with the new name, the post office will deliver the mail to you, and you can build from there.
It works!

Pull up the website for the Clerk of the Court in your county and contact them about the process for Change of Name. It requires filing a form with the court (usually in triplicate), filing a legal notice for several days or weeks in the largest newspaper in your area, proving that you're not doing this for purpose of fraud or evasion, then going to court and paying the fees.

Here's an example from the State of Michigan: http://www.saginawcounty.com/Clerk/court/Name%20Change.pdf

Contact Probate Court in your local area. They can give you a form to fill out. Your new name has to be approved by the court (nothing obscene) , there is a nominal charge, You will also have to post your intentions in your local legal newspaper and after a 2-4 week wait....... You should be approved for your new name. But just out of curiosity....why do you want to change it?

If you are in the U. S., go to your county courthouse and find out the requirements.
