You don't want to ignore it. It could be a notice from the irs proposing a change to a past tax return. They give you a certain amount of time to respond back to the irs as to whether or not you agree with the change. If you don't reply in the amount of time it could end up that they win by default even if they are wrong, because you didn't reply in time. Always look at irs notices.

Pick it up. If they sent you a certified letter, there's a problem - hiding from it won't make things any better, will just get you a knock on the door from an IRS agent, or your property or wages seized.
Usually by the time they send a certified letter, they've already sent other letters, so you would have some idea what it is. If you haven't received anything else from them, and truly don't have any idea what it is, then go pick it up and find out.

Usually a cerified letter is sent when you ignored other IRS letters by not replying or filing. IF you have not filed all your taxes returns or if you were claimed as a dependent and you had earning and the earning were not reported by your parents then you need to file a Federal Tax Return. When you go pick up the letter review the entire letter and if you don't understand it then call the phone number provided in the letter and the customer service representative will explain the letter and give a solution of how to respond to the letter. Don't call IRS on Monday, very busy and you could be on hold for sometime, so if you do choose to call be patient.

There are many reasons why the IRS may send a certified letter, not all of them bad. However, even if it is, you need to go get it. If you owe on your taxes, they will not give up on finding you. You may find your paycheck garnished or some other action taken against you. At this point, you still have some control on how you can settle any issue with the IRS.

Let's suppose it's something where you need to respond or otherwise act. If you don't pick it up, after some time, they'll try to find you another way.
If it's something serious, I suppose they could eventually send Federal agents to find you. Unlikely, unless you are a serious criminal.
More like, especially if you owe money, they'll look to your employer.
Here's the thing: if you don't think you did anything wrong, go get the letter. It could be good news. And, if not, at least you'll know and can act on it.
Avoiding it won't make it go away.

Pick it up and find out. If you don't, it's highly likely that you will get a VERY rude surprise when the IRS starts slapping liens on your property or attaching you pay. Refusing delivery will NOT make the problem go away and will eventually leave you wishing you had picked it up.
