He's either too tired when you put him down, or he's taking a nap and shouldnt be.
Its not natural for a person to wake fully in the night, unless for example they have to pee or something of that nature.
Sleep begets sleep. A well rested child will sleep sounder and longer through the night. A child with too much sleep, or too little activity will have a hard time falling and staying asleep. On the flip side, a child with not enough sleep will also have sleep trouble.
No sugar, no caffeine, lean protein at dinner time, and enough activity during the day to burn off that pent up toddler energy. Same simple routine every night.
Tweak his sleep time by no more than 15 minutes each night, until you find the routine that works right. Either add or take away 15 minutes at a time.
It'll come together, it just means being proactive about it on the grand daily scale.

Sounds like he's having nightmares or night terrors. I'm not sure what you can really do for him, ask his doctor, but just try to be patient and understanding. I know how difficult it can be my 3 year old does the same thing. I feel real sorry for him most of the time but after a while it does get pretty frustrating, just keep your cool and comfort him. I would still talk to his doctor about it though.

Does he take naps? My daughter is 4 and we stopped letting her nap during the day. One thing that I found important is to keep a routine and be persistent with it. Before we put her to bed, we give her a bath, brush her teeth, and read her a story. This gives her time to realize that bed time is coming up and time to wind down. After going all day, without a nap, she's ready and sleeps all night. I would NOT recommend putting a TV in a childs room, especially a 4 yr old room. Electronic babysitters are NEVER a good idea! You need to limit his naps or perhaps have him not take any. My daughter would do the same thing except she would not go to sleep. We would put her in bed around 8 or 9 and walk into her room around midnight and she is in bed playing by her self in the dark.
After we eliminated her mid afternoon nap, we would put her in the bed at 9 and she would be sleep in less than 10 minutes and would not wake-up until morning.

What is his doctor saying? Does he get naps durring the day? Does he have a "quiet time" to settle down after a day of playing before bed? More info is really needed before your question can be answered.

Tell him there are new rules. You have somehow encouraged this behavior. Do not be snuggly nice to him when he gets up. Turn him around and tell him to go back to bed. When he stops getting "rewarded" by your attention, he will stay in bed all night.
