The posted speed limit is a posted speed limit. You should never drive faster than what is safe at that time. In a heavy rain storm if the posted speed limit is 65, but you can't see more than a few feet in front of you, doesn't mean you should be driving 65.

That's either if weather conditions prohibit you from driving the speed limit, or if traffic is moving faster than the speed limit where you would be seen as interfering traffic.

you can be driving wreclessly at the posted speed limit. besides if its raining or something like that it would not be safe.
