5ft 7 = 67inches
12.4 stone = 172lbs
This would give you a Body Mass Index of between 26 & 27 which is slightly over weight

Depends on how that wieght is carried and where it comes from. If you are 5' 7 with 16" plus arm measurement and plus 45" chest and around a 30" waist - no. But if you have less than 13" arm, less than 40" chest and plus 40" waist - yes!!

No, of course not. Sounds about right to me, but of course you seem to suffer from the media induced misconception that fat and weight are inseparably linked, and that if you're heavier than the average weight for your height then you must be fat. This is of course ridiculous, you wouldn't call a heavyweight boxer, or a weightlifter fat would you? No, but I guarantee they weigh a hell of a lot more than the average weight for their height. And the issue should never be about the amount of fat you have it should be about how fit and healthy you are. I have more than my fair share of fat, but I'm a damn sight fitter than a lot of skinny people I know.

Depends what your build is like, I'm 5"9 and 12 stone 10, according to the b.m.i i'm almost obese but i also get told by friends and family i need to put some weight on. so no i don't think it is.

30 - 34.9 is obesity 1
35 - 39.9 is obesity 2
>40 is obesity 3

So mathematically I think it isn´t fat.

depends Bruce lee was 5'7" and weighed 160lbs at his heaviest and yet had a body fat percentage of about 5

No not fat, but could be borderline. You need to take into account your frame size, age and fitness/medical condition.

Depends if it's mostly muscle, muscle weighs heavier than fat so possibly not.
