There's nothing wrong with having lips that are different colors, but theres no excuse for dry, chapped lips. Make sure you're drinking plenty of water every day, and use a lip balm at night. Wearing lip gloss during day will protect your lips and keep them moist. Keeping your lips hydrated will improve their appearance drastically.

If you're dark-skinned, this isn't unusual. The best option if you're not yet lipstick-ready is a dark-tinted gloss on the bottom lip and a colorless gloss on the top. The light reflecting off the lips, plus the slight color change, should minimize the appearance of two different colors.
You might ask whoever's handing out permission at your house if you'd be allowed to wear a lipstick that's a natural color, as close to the color of your upper lip as you can find. Again, go with something glossy, not glittery or matte. I'm looking at images online rather than the actual product, but something like Iman's citron, maple, or rapture lipstick might be natural on you.

I would just try some repairing lip balm with SPF in it. That helps, especially if your lips are "dry and nasty". Hm, now, correct me if I am wrong, but it sounds as if your bottom lip is sunburned. The SPF in the lip balm will help protect your lips from the sun. Your lips will most likely go back to normal if you just use this lip balm whenever it rubs off your lips. I usually apply three-four times a day. Trust me, you will see results in at least a few days. Good luck!

Try some concealer or lip liner, in a lighter neutral color. Cover lips or fill in entire lips to even out, then put a gloss on top. Another plus, doing this helps gloss last longer. Try Revlon colorstay in nude.

There's a scrub for cleaning your lips and a type of chapstick that will protect your lips from the sun. I think that'll help.
