1] Get a big can of odor eaters foot spray.
2] Put it in his/her cubicle.
3] add a post it that says - "thinking of you"
4] If he/she confronts you about it, say you didn't want to embarass them.

There is no polite way . If some body's feet are killing them - they'll risk being offensive . Go to the dollar store and get a bottle of foot powder . Leave it on the offender's desk anonymously . Plan to be at the cooler or restroom when they arrive . It might work . They may have no idea about the odor , since they are living with it daily . GOOD LUCK . It has to be miserable conditions to work in close quarters with .

I would be casual and non-direct first... like - "argh, what is that smell? Did someone leave food in their garbage overnight? (talking loud enough to everyone around you) then maybe look directly at the smell feet guy and say "Do you smell it? Or are my senses just off today?" maybe he'll get this hint or maybe not, but hopefully he'll be embarrassed enough to put his shoes on thinking that no one knew it was him causing the odor.
