There is nothing illegal about what you are describing, but be careful... If you are truely interested in the person and your families are cool with it then by all means enjoy each other's company. Since you are even questioning whether you should be allowed to date someone like this may mean you actually have concerns yourself. Do some soul searching first... Be friends... Don't rush... Trust me there is plenty of time. And the best boyfriends are the ones who were boy friends first....

The laws are very explicit about what you can and can't do.
The reason that people get in trouble dating out of your age group is because they get CAUGHT doing something. Or the parents of the younger person find out that something's going on and press charges. (By the way, the older person in the situation you put out there could get busted for "contributing to the delinquence of a minor" if he helped you get beer or something too.)
So, if nothing's going on, you can't get caught having sex or doing something illegal, right? And if the younger person doesn't say something to the parents that would make them think something's happening, they can't really press charges.
But here's the question you should think about: why does someone with THAT big of an age difference want to date someone that much younger? A 21 year old is college aged (possibly graduated), can go to bars, may have a "real job," etc.
Four years is a long time when you're dealing with 17/21. It's much more reasonable when dealing with 21/25. And nobody even notices if the people are 27/31.

it depends on your state, but im pretty sure that is not illegal. just be true to yourself, because the difference between a 17 year old and a 21 year old is a bit large when it comes to maturity levels.

No, it's not illegal to date without sexual activity, but if you're under 18, your parents may not allow it and you're still technically a child.
