DEORDERANT! Believe it or not! I had the same problem, very badly, and was so embarassed of it. It was so bad it left some scars! However, I now run a thin layer of my deorderant ( I use Secret Invisible Solid) to my bikini area and even to my knees, the two worst places I got shaver burn...and I tell you!!!!! It is completely clear now and still soft!

Don't shave. There's tons of alternative ways to rid yourself of hair. The best and most permanent (although none are really permanent) is laser removal. I'd get it from the ears down if you can afford it and are tolerant of pain. Otherwise you can rip it out by the roots with some kind of sticky wax and a material backing. I've tried Moom. I still get bumps and it doesn't get all the hair the first time and it's pretty sticky like sugar/sweets. And it hurts. And you gotta get the technique right. Then there's depilatories that "eat" your hair off like Nair. There okay but the hair grows back fast and thick. And it stinks. And who knows what it does to the environment once you rinse it down the drain. You can also bleach it to hide it with Jolen. More chemicals but it works. And it is better never to remove the hair in the first place-no regrowth problems. I've also tried sanding disk types. Kinda work. Makes bumps. Kinda gross your powdered hair/skin becoming airborne. Plucking makes bumps and hurts but lasts longer than shaving. Time consuming but grows in thinner. I recently tried this product from ebay called Magic. Claims to stop razor bumps. Hundreds of letters ranting and raving and it's cheap. But the results differ every time I use it based on where and how. Has not been successful for my boyfriend at all. BUT NO BUMPS! May be worth a try, won't be costly! Hope this helps! If you need more info email me!

To prevent:
Before shaving, exfoliate the skin to get rid of dead skin and prime the area for shaving.

Shave at the end of your shower when the hair is the softest.

Always use a sharp blade. Dull blades trap dead skin cells and flakes and will clog your pores. It also makes you more likely to cut yourself.

Use a shave cream like Aveeno Therapuetic Shave Gel and create a thick lather before shaving.

Afterwards, apply Aveeno 1% Hydrocortisone cream to prevent razor burn.

To Treat:
Aside from the Hydrocortisone cream, use Tendskin (see link below) once a day to get rid of existing razor bumps and prevent new ones from forming.

Good Luck!
