Well with "maxium" being your point then: frequent, long, hard, hilly rides on either mountain or road bikes will make you exercise at your max.
Remember exercise is exercise. What bike you do it on only matters to the point that it is comfortable for you and allows maximum effort.
Now if you're talking about more than you asked, let me add this: I mountain bike (trails) and road ride. If you ask me what takes more out of me, then I would answer a trail ride. But if you asked me what type of riding can I control more, provides flexibility and allows customization, I'd say road riding.
Both are great but MTB riding can be hard on your body and limited more by muddy trails etc. Also, MTB rides are what I term "on-demand". That is on a trail you react quickly and constantly to a super wide variety of terrain and conditions. In road riding you can be more proactive, you can select many different routes etc. Road riding offen allows you to rest if you feel the need, this is rarely true in MTB riding.
Personally, if you want to be able to highly control many aspects of a work out - road ride. If hard riding is hard riding to you then MTB ride. Better yet do both, they work your body a little differently and it's a great way to keep your work out fresh.

What type of bike makes no difference with regard to getting 'maximum exercise and weight loss'.
The only two things that matter are:
1) Time spent riding.
2) Intensity of effort during the ride.
You can ride just as hard and just as long on any type of bike. You may, however find that you do more pedaling under load on the road than you do on rough (ungroomed) trails as you will spend less time braking and avoiding obstacles.

I would think that road bikes gives better fittness level, since you can keep for longer the same tempo. As M R said, you can sort of control more on a road bike because you can change your tempo based on what you do.
A lot of mountain bikes do cross training on road bikes to gain more stamina, and loose weight.
Mountain bike is different. You excercise other muscles, you do exercise more your upper body than on road bikes, since you have to move the bike along to overcome obstacles, and downhills, while fun, do make you exercise your arms and torso. And, you follow the terrain, so interval training is not that easy (intervals are like 20 seconds you peddal to your max, after 20 sec, you lower your cadence for around 40 secs, and then another 20 secs on high-rpm, and you do like 3 or 4 series), since probably when you're on your max, you might start a downhill section, cross a log, overcome a root or something.
I also think that the muscle you gain makes you a a lean, mean machine, not bulky :)

It all depends on where you live. If you live in a hilly/mountainous area, then hill climbing will work. However, if you live where there are little hills, try seeing what the mountain/trail biking is like. Otherwise, if you are in a very flat area, you will want to go long distances at a fast pace 18 mph. As for bikes, road bikes can go a lot further than mountain bikes, but it depends where you live. If you are in a rural area, go for the road, metro area with lots of traffic, you may want to get away and mountain/trail bike.

Hill sprints. Find a steep hill that takes you 30seconds to a minute to sprint up at full speed. Sprint up at full speed. Coast down. Repeat until you can't anymore. Go home.
Don't eat anything except water for 3 hours before and 45 minutes after. Then eat really healthy. Veggies. Lean protein. etc.
You can only do this workout effectively 2-3times a week, so on the other days just go for long steady rides.

honestly, it isnt the cycling or any sport really. any activity that raises your heartrate done three to four times a week for 20+ minutes will improve your fitness. the best way to lose weight i found is to combine propper diet with the exercise, and to allow yourself some time. if you push your body too hard you will either get injured or sick, and in those cases you lose days, if not weeks of potential work outs. fitness is a cumulative thing. take your time, focus on consistancy, and eating correctly, and it will come around.
