Well, Thor didn't actually *make* Mjolnir, the hammer he has NOW . . . it was made by the dwarves, who were tricked by Loki into making it for him as his weregild for cutting off Sif's hair. Sif was Thor's wife, and head shaving is the punishment for adultery, so Loki was trying to claim he was cuckolding Thor.
The original weregild was golden replacement hair, also made by the dwarves, and is actually a harvest metaphor, but as is often the case with our stories, it gets a little complicated from there. *G*

Only if it were made out of something unfathomably huge like the whole of Midgard and forged in the forge at the heart of the world or somesuch.
I mean he couldn't just conjure it up, as that wouldn't make for an epic enough story.
It would probably actually involve getting someone else to make it..... probably via Thor threatening Loki and Loki tricking someone into making it...
... and then Thor would find some way of wielding it anyway (a pair of gauntlets of strength x100 would be made for him so he could wield it), just enough to smash the giant who made it over the head and kill him so he could never make another one.
