There is a locked fence around the pool. But they are showing up in the morning hours. climbing the fence. are damaging the locks.
The police have came out and written a report. But never seem to catch them.

I'd say install cameras so if/when it happens again, the police can at least try to identify the people doing it.

If you don't have one already, a big sign saying that trespassers will be fined, and that mentions the cameras too.

Maybe some sort of alarm that's triggered when the gate opens. As for the climbers, maybe you will need the barbed wire if worse comes to worse. I know you can get wire that doesn't look as full-on (and is neater) than 'jail' barbed wire so it's not an eyesore, but should do the trick to at least deter or slow them down.

It's pretty pathetic that they keep doing it though.

Here in the UK we see a lot of US crime shows on TV.
I suspect that anything that you erect, or install such as barbed wire, that causes injury to the miscreants could end up putting you in jail, with the injured party suing for damages.
The best bet is to drain the pool and refill with sulphuric acid or is that sulfuric acid in the US? Also, hydrochloric acid is useful. Maybe it would be cheaper just to leave the water alone and to put up a sign saying "KEEP OUT DANGER-POISON" "This pool is being disinfected with formaldehyde"
"Call the medical team on 08..... to report ill effects" .. put in your phone number then use ring-back to see who it is.

install razor wire at the top of the fence. And get a guard dog. And a gun turret. If someone gets in there and drowns, you could be liable, even with the fence.

Install surveillence cameras perhaps? Or starta neighborhood watch and find people that can swing through at all hours?
