Yes, that's normal. The top layer of flexible epidermis has been shed off due to damage (the tattooing process) - much how like the skin sheds after getting a sunburn. What's below is skin that would eventually be the top layer, but it's been pressed into service a tad early.
This generally happens anywhere from 4 to 10 days after getting a new tattoo and marks the dullest period for a new tattoo. As the skin settles in the tattoo will slowly brighten and the normal skin appearance will come back. Anywhere from 1 to 3 months after you got the tattoo, the skin should look pretty normal.
I've had this happen with pretty much all of my work and it's all worked out fine in the end.

don't listen to the person who said oil... that causes your pores to close and break out thus destroying your tattoo.
the smeared skin look is normal because your skin is not healed, you littlerally have a big scar on you right now that will not heal for another month.
if your at the peeling stage, that means your tattoo is about 5 days old. if that is the case, you can use general dry skin lotion (nonscented) use that for the next week and the peeling stage will stop, you can use dry skin lotion as much as needed since by now the colors that were going to fall out have.
if you have not had the tattoo for 5 days, continue using A and D oinment for it, a very small amount, just enough to cover the tattoo (only twice a day.) and when your tattoo is 5 days old switch over to dry skin lotion.

It might just be because the skin underneath is really new and not ready to come out yet. Wait until the tattoo is done peeling and then see if it looks like you thought it would. Mine just finished the peeling phase and looks fantastic, even though I thought it was looking wierd during the peeling. And if it doesn't look like you want, go back and tell your artist, they'll be able to help

It is normal, it's healing. That's the scabby layer coming off. When it's done the colors will come back and be clean looking again. Mine is a black outline and looks like a gray smear but now it's black again. If you have questions ask or go see your artist. They are the best judge of what is happening. Keep it lightly lotioned with a white unscented lotion and don't scratch or peel at it.

hey my second one did this and i about had a spazam... all i did... dont' know if its okay or not is took a paper towel... extreamly damp (just so the fuzzys wouldn't come off on my ink) and bloted it.... You're not doing anything wrong, this is fairly normal so don't panic ;o)
DO NOT WHATEVER YOU DO pick at your peel... if you do your ink will come right out! I've seen it happen! NOT GOOD OR ATTRACTIVE! Hope this helps you!

Just keep it moisturized. If it's still faded once it has been 3 weeks since your got it, go back to the parlour and see what they say about it.
