Ask her what kinds of books are her kind. Help her find those books at the library.
When you get the books maybe you could help her get started, by reading them to her, or going someplace like the park or the beach or someplace other than home and the library and lay on a blanket and read. She even like magazines....not adult ones tho....Like Teen People or the Disney ones. Good for you for trying!

Do you have time to read with her? Sometimes it's more fun if you read with someone - do character voices & stuff like that. Sometimes it's also more fun if you read the same book separately & talk about it after each chapter. It sounds like she may have a reading problem from the kinds of things you see her reading. Maybe they haven't caught it at school. If she can't read very well she may be ashamed to admit it, but she shouldn't be. Many kids who can't read very well think that it means you are dumb. Some VERY intelligent people had a hard time learning to read. Does your sister have to read certain books? If not, try to get a librarian to help you find books. They can usually show you ones that might be about a certain interest, like Babysitter Club series or sports books or Captain Underpants series or Junie B. Jones series or lots of others.

start by teaching her alphabet, and picture books, find out categories she relay likes, fantasies most likely, then at nights ready a bit bigger books, 60-120 pages. easy words though, and let her read you 5-15 pages a night. eventually she'll be so used to reading it wont matter what she reads.
P.S. she might not liker reading because she is not comfortable help her out.

your sister might have some difficulties when it comes to reading.
you could take this issue up with your parents if you are concerned about her.
my son had difficulties in school and all the while i "thought" he was simply struggling more than the other kids...
years later, it seems he might have had a learning disability which hindered his progress in school....
it's importan for parents to pay attention to their children's learning abilities, or lack there of. there are resources for help, if this is the case.
today i regret not "seeing" my son's problem.. it wasn't that i ignored it, but didn't LOOK OR SEE...

Reading can be a pain in the ***,yes.Try to make reading more enjoyable,for instance: tell her that if she reads 20 pages per day you 2 can go to her favourite place,or you can make her favourite food...something that includes big prizes.
or you can buy her books about her favourite things.For example I read books about dogs,wolves and especially werewolves...
