Then 'someone' gave you very bad information. The only driving record you can check is your own. Unless you happen to be an insurance company with written permission to run that record, which obviously you aren't.
That doesn't mean all is lost though, your sister's insurance agent has access to public records of tickets and reported accidents that may be in the persons name, so have her ask her agent for some help.

"Someone" was wrong. It doesn't matter though. Your sister should be contacting her insurance company and making a police report. The other persons driving record has nothing to do with this accident. Although the court may give a more harsh penalty if the person has a bad driving record, your sisters accident is a seperate issue.

It's not public information. You wouldn't want somebody looking up your information and be waiting for you when you come home late some night, would you? Only law enforcement, insurance the DMV and other official agencies can access this information.
