Reconciliation requires that, as a first step, both sides of the equation acknowledge what has happened. Unfortunately, the Turkish government's stance is that the Armenian massacre never took place. So, until the acknowledgement is made, the answer to your question is "No." If the acknowledgment is made, then it might be a long struggle, but ultimately, it can be accomplished. The "truth and reconciliation" councils in South Africa are proof enough of that.
