In general, we're imperfect creatures. There are a few reasons that the call never comes:
1. We lose the number. Rather than go back where we met you and wait for you to show up (a romantic notion), we cut our losses and move on.
2. We're not as interested as you perceived. "I'll call you" is a reflex, we say it as a distraction to leave a conversation without hurting you. Would you rather hear "I'll call you" or "I'm never going to call"? Exactly.
3. In some cases, a better offer comes along. All attraction begins with the physical. Its entirely possible that we meet someone as good looking as you, but we just connect more with them. If we find someone that is more likely to be a soulmate, why would we waste our time, or yours?
4. In very rare cases, we forget. We have jobs, and lives, and we get busy, just like you. After we realize, I was supposed to call 4 days ago, its too late now. Cut your losses and move on.

Most of the time they didn't like you in the first place and they were just pretending to in order to avoid having to risk a conflict by a "crazy" scorned woman. Then, once you part ways, they don't call to avoid the same imaginary conflict over the phone. It's just an easy way of saying "no thanks, have a nice life." Don't worry about it. Everyone does it, and when you meet someone who is really interested they will call.

There are several possible explanations. One is that guys often "romance" a female just to see if they can do it, if she'll fall for their line, or to demonstrate to a buddy they can get your phone number. To some, they may have meant to call but changed their mind. ALWAYS require proof of intentions, respect, and a demonstration that a person will do what they say they'll do before you let them into your life. Another way of saying that is to develop a healthy attitude of distrust without evidence. Think of what folks say to you as sales pitches.

Three things:
1. A lot of guys are wondering the same thing about women. This is not a gender-specific thing.
2. A lot of these people who do not call really DON'T like you that much. It is not always so clear that they like you, even when it appears so. If they don't call, odds are they are not really interested.
3. Maybe they lost your number. Ever try calling THEM?

It is simply because they are scared and havent grown up yet. They feel they have to use this to escape and then they dont have to deal with all the negativity of first hand rejection. I on the other hand, always tell the girl to her face just to see her heart braking. Ha!

Its down to the individual! They may have been absolutely leathered and not remembered, be too nervous to ring, have second thoughts, just playing the field, phone out of credit and they're skint till pay day, lost your phone number....lets face it its not just men is it?
