You have to be vetted to get a passport, references etc it's a more secure form of ID. You don't for a driving licence !! :)

As was told to me by an American Customs agent a driver's licence only means that I am allowed to drive in the country that issued it, it doesn't say what citizen ship you have. I carry my passport and a citizenship card with me when I travel abroad just in case. Many Canadians have been asking that same question being that in the past all you had to do was produce identification showing residency and not citizenship
Last year flying from Belfast to Cardiff we had to produce our passports going into Wales

Your driving licence only tells the authorities that you are qualified to drive in the country it was issued.
Your passport indicates your citizenship and the places you have visited. Immigration and security officers feel this is more important information than your ability to drive.

because 2 forms of identification are better than 1
you need more than 1 for many things like obtaining membership in some dvd rental places.

well if you want to travel outside of the UK then you will need a passport.

if you are leaving your country, you need proof of citizenship, not only for the visiting country to record your arrival, but your country to know you are a citizen and it's OK to let you back in......
