In general when Electrical supply is less then electrical demand. Usually during hot spells(In USA and other places).
Electric company will make public announcement and in extreem cases shut down the power in the certain parts of the city by rotation, say north side will have no power during peak consumtion on Mon, Wed, Fri days between the hours of 1:00 pm and 4 pm. South side will be without power on Tue, Thr, Sat, days between same time.
All Industries should remain close or they must cut their power on Sun days between the same time when Temp is more then 95 degrees on any sun day.
