What do I say to a co-worker that gets mad when my unit has food for one reason or another and wants to know why I didn't bring her anything to eat. When her unit has food she never offers me anything but gets mad at me if I don't offer her something. Please tell me the best response to this next time she does this.

Just tell her the food is for your unit only. If you give her food, you'd have to give everyone else food and your other co-workers would resent it.
Besides, is she a friend of yours? Sounds like it's time to be rude.

Tell her the food is provided by the unit for the unit. If she gets mad its her problem.

You could try first to be light hearted about it ~ say 'You should join our unit, we have the best food', or something similar, and then change the subject in a quite obvious way, to something totally different, so she knows you are not interested in discussing the matter further.
If she does not take it in a joking manner, or continues to pester you, should advise her to take the matter up with the boss, as the rules are set by the management, not by you.

How about if you said, "What sort of arrangement would you suggest for future reference regarding the sharingin of food between units?" That way she would become a major contributor in making a deal.

Simply say that the food was only for your department or unit. It's not your fault if your coworker gets mad. Just say it politely. You can't control how others feel, you can only control how you react and what you say.

The next time she asks you for food say, "The food I have, my unit provided for me and my unit. Nobody who isnt in this unit is allowed to have any."
