I wouldnt install anything with an expired certificate, if the designers don't keep it updated it is probably not trustworthy

First be specific when you explain.(Some Program) there are literaly millions of programs out there WHICH ONE are you talking about each can react different.
Many of the newer software titles require an unlock key to prevent pirating and installing on more than one computer.
It's not like the old days when you could pass around a program and share it with your friends. Software Manufactures have been ripped off for Billions of $ and are now trying to put a stop to this practice.
It is impossible to help you if you are not specific about the software in question, The more we know the easier it is to help.

You have to be a little more specific, like the application you're trying to install, where you are installing it on (server or desktop) and what type of certificate has expired.

Best is advice is to call your vendor's technical support.
