"O Prophet! Tell thy wives and daughters, and the believing women, that they should cast their outer garments over their persons...that they should be known and not molested.“Qur’an (33:59)
...was it one of these?
and as for the hair part, it's a Hadith (saying of the Prophet (PBUH)):
It is narrated that Prophet Muhammad said"...If the woman reaches the age of maturity, no part of her body should be seen but this” --- and he pointed to his face and hands.
basically,
the minimum requirements for Muslim women's dress:
1) Clothing must cover the entire body, with the exception of the face and the hands.
2) The attire should not be form fitting, sheer or so eye-catching as to attract undue attention or reveal the shape of the body.(12)
it's for her to be modest & to protect herself. for if she dresses modestly, guys won't look @ her or anything, so she won't get harassed...

The word is khimar and not veil...khimar was a cloth used by the arab women of the day for a variety of purposes...but mostly as a means to keep the hot sun off the head...much like people in hot countries all over the world. God says in that verse much cited for the believing muslim woman to take her khimar(not veil or hijab) and cover her breasts(chest) with it as it was the custom at the time for women to leave a hell of a lot of breast exposed...sometimes the full view...women use to walk around the kaba naked(men too) before it was reclaimed by Prophet Mohammed....at any rate God is telling the Muslim women to distinguish themselves from nonmuslim women by dressing modestly and covering up their breasts. God does not mention hair or head in that verse nor anywhere else in the Quran...we can assume that if it was such a huge and important issue for God that muslim women cover up their head and hair that He would have clearly stated such a thing leaving no room for doubt or argument.
Not normally shown to most people would be your sexual parts...breasts, butt and "frontal" with everything in between(belly, back) for women...."frontal" and butt for men....of course usually men are required to cover from the navel to the knee for prayer etc as a minimum.
Hair is a normal attribute on human beings.....its on top of the head which is also a normally shown attribute of humans....people do not get shy or look away automatically when viewing hair or heads of other people...which proves they are "whats normally shown" among friends and strangers alike.....unlike the sexual parts we might accidently see of each other...automatic shyness is inbuilt because they are not "whats normally shown".
Men and women both have rules to follow in Islam.....observe modesty in thought , action, and speech....lower the gaze and approach not that which leads you to adultery...if all these rules are applied to both genders and God's law is the one you worship and not mans...then the whole supposed purpose of hijab becomes obsolete.

Non-Arab Muslims also face such problems but we have knowledge of Hadith which clarify the real meanings and problem is solved.

it says in the bible that woman should cover their heads and if they wish to uncover their heads they should shave their heads.
it says obay the prophet (pbuh) and he said women should cover their heads.
