If you are in casual water, you "must lift the ball and drop it without penalty within one club-length of and not nearer the hole than the nearest point of relief" (Rule 25-1).
The important words in the rule are "nearest point". It does not mean "nicest point".
There is no such thing as "fairway" in the rules of golf. So, if your ball is in the fairway, and your nearest point of relief is in the rough, you must drop in the rough. (You've also got that one club length to work with!)
On the other hand, if your ball is in the rough, and your nearest relief is in the fairway, you must drop in the fairway.
One more thing: the rule says you "may" take relief, so you can play from the casual water if you want.

The ruling is that "Through the green" you are entitled to have a free drop not nearer to the hole if your ball lands in casual water.

Its a free drop, 2 club lengths from the casual water, no closer to the hole and it has to be the same lie (in the rough).
