Unfotunately, there is no such thing as "targeted" weight loss short of surgery...and every time you do that, you risk "complications."
Watch your diet, exercise with your heart rate in the target zone for at least 20 minutes 3 times a week.
You can have mom/dad buy you a pair of ankle weights (2.2 or 4.5 kilos/5 or 10 pounds each), and wear them regularily. It's not "exercise," but it does help you by causing the body to burn more calories when walking/running.
If you have a running track near by, or (as I do), a bike path a mere 20 minute cycle away through a public park, use it for an hour or so a day.

The problem with the human body is that it puts weight on and takes it off where it wants to. Normally for women that is in the hips and thigh area, and for men it is the abdominal area. A person cannot specify a region to lose fat from, but they can train a muscle group. If you want to lose weight in your legs try cardio exercise and healthy foods. Weight training will only increase the size of the area, whereas cardio will tone the area which might add some muscle mass, but also increase your metabolism to burn fat making a leaner body. A fit body actually burns more calories sitting still than does an unfit body.

Running, brisk walking ad cycling are good exercises for your legs. Doing 30 mins, 5 times a week will help tone your legs and make them a little thinner.

I don't think that you can target weight loss like that. Don't worry about everyone else's legs- just focus on strengthening your own. Look at websites like "sparkpeople.com" for some good exercise ideas. No need for extra equipment, they have lots of ideas that you can do right in your living room.
