Whether you are required to file depends on your filing status, whether you are a dependent of anyone, and the source of your income. You are allowed to file if you have income but it's below the limit.

If you have $400 or more income from self-employment, you are required to file.

If your income is from a job where you get a W-2, you are required to file for 2007 if you are single and your income is $5350 if you are a dependent, or $8750 if you aren't. For other filing statuses than single, or if you are aged 65 or over, there are other limits.
