your limiting youself by choosing by just the rifle......... alot of things come into play when shooting 1st off most people cant out perform there rifle. 2nd ammuntion for your rifle is just as important as the rifle itself..... heres what i mean every rifle does shoot differently with different ammunition i have a 6.5x55 sweedish stier sniper rifle it shoots 3 differnt factory loads at sub 1/2 inch groups at a hundred yards but shoots one of those factory loads at well over an inch group. 3rd optics are just as importtant a cheap scope will severely effect the accuracy of your rifle as well. all that being said i would go for a match grade weatherby vangaurd (gaurunteed 1/2in group out of box $800) and a leopould scope i know this puts you around the 1100 dollar mark but if you have to wait a week or two for the extra hundred it will be worth it. dont forget to eperiment with ammo

Savage claims best out of the box accuracy from a factory rifle. I've tried their new trigger and its pretty nice. Recoil reducers on bolt rifles - absolutely. A muzzle brake at the end of the barrel and a good recoil pad will drop the felt recoil significantly, especially on a heavy-barreled 308. BUT, I wonder if a $1000 rifle will get you very far in competition. At least it gets you in the game, right?

I use a Remington 700 with a Leupold scope. I've also got an adjustable trigger, a Harris bipod that I switch between different guns, and an adjustable synthetic stock.
You can put recoil reducers such as a muzzle brake on such a rifle but there is no point in doing so because recoil is manageable with a .308 and with bolt action, rapid fire is not possible.

Even under the $1,000 mark, that covers a lot of good rifles.
I think I'd opt for the Savage 10.
Can't help you on the recoil reducers, not all that familiar with the rules on High Powered Rifle Competition.

the one that fits you and you can shoot best i have owned and shot several 308's from several differnt makers and they shot alright but if you are going to be shooting long range it is hard to say most of the rifles listed thus have been hunting rifles that may or may not shoot MOA not a big deal in hunting rifles that most people shoot at or under 200 yards.

several good,accurate one under 1000.00 bucks. try the savage or remington. i , myself, chose a weatherby vanguard and am really happy with it . and ,yes, one can put a recoil reducer on a bolt action rifle. i put one on my weatherby vanguard 7mm mag. oh yeah, made 568 yard shot with the weatherby last deer season. one shot, one kill. also, remember to top it off with a good quality scope.
