The UK does not issue work permits. You have to apply for a visa which allows the right to work. These are usually only given to business people and spouses of British Citizens. People (from outside the EU) that have a job to go to, have to apply for an entry visa and the employer has to apply for the work permit. If an employer makes the application, the permit only applies to that employer. Should you cease that employment, you are required to leave the country and start the process again if you are to have a new employer. Business people are given the right to "Conduct Business" but not work for an employer and that permission comes with the "Entry Visa". A spouse of a British Citizen is given permission to work for any employer, with no restrictions, with his / her entry visa. Apart from those, you can not get a work permit unless you a) are already in the UK or b) you are coming to the UK and c) an employer has applied for the permit and it has been successful. The permit belongs to the employer and not the employee. Now for the reality, no British Embassy or High Consolate will give you an entry visa without you having financial resources, a place to live and a job. No employer will give you a job unless you are already in the UK. Unless you are a senior executive, employers do not like to spend money and time to get permits for an employee that they don't even know yet. Therefore, no employment, no entry visa. No entry visa, no employment. To be honest, the chances of getting to the UK and working, for anybody outside the EU, is a 0 chance on a 1 to 10 scale.

To qualify for a UK work permit you must have a valid job offer from a UK employer. It is important to note that a work permit is granted to a specific person for a specific role at a specific company. You should also note that it is the sponsoring company that must apply for the work permit on your behalf.

If you do not have a valid job offer in the UK you may still be eligible to apply for the Highly Skilled Migrant Programme

It really depends on what you have to offer...ie: what kind of job are you qualified to do? Though it can be quite difficult to secure 'any old job', they do have what they call a "shortages list". If you are currently in one of these fields, you increase your chances. (These occupations qualify under the Tier I shortage category. Tier 1 category means that Employers do not need to advertise for their position. Applications should only be made under this category where the person has the necessary qualifications/experience to do the job.)

Here are links to 2 websites you may find usefull:

Good luck!!! :)
