Boy short underwear? Vaseline or talc powder? Change the type of underwear you are wearing and see if it makes a difference. Sometimes bike shorts can help if chaffing is on inner thigh.

Buy better underwear. The crap they sell at WalMart will ride up. It's worth it to spend $10.00 on a pair of good knickers.

Also, don't wear tight pants.

simple - don't wear any. They only do exactly what they are doign to you so they are more trouble than they are worth. Think of the money you'll save too by not buying any more.

Besides, what feels better than allowing your dangly bits to dangle and stay cooler.

Wear boxers or go commando, if you are wearing pants or work shorts at least.

Look into granny panties. Briefs ride up, but granny pants (no elastic at legs) won't.
