Is it rinse, soap and rinse again,
or is it soap and rinse? I've seen it both ways.

Rinse, soap, and clean your hands through these steps:
1: rub both palms facing each other, placing fingers in between each other
2: rub palm on the back of the other hand, and repeat for the other hand
3: clean fingers by placing tips of the finger on palms (both hands at the same time) and clasping both hands (kinda like how an opera singer would hold her hands by her tummy)
4:clean your thumb. Put your thumb in the other hand, close the other hand and make a twisting motion, do both hands
5:clean the tips of your fingers by putting all fingertips together and rubbing them on the palm of the other hand.

Rinse.

Moderately warm/hot water, soap (Doesn't have to be antibacterial if washed correctly). I always rinse first get the soap scrub for 20-30 seconds and dry your hands with a paper towel and use the towel to turn off the water...faucets are extreme;y dirty.

i would rinse and then soap. make sure you wash your hands with soap for 20 seconds. supposedly by singing the happy birthday song is about enough. [wash inbetween fingers and check for dirt under nails] and then rinse it off. and youre suppose to point your hands up to avoid germs to fall down back onto your hands.
