it doesn't matter who makes the first move. the important thing is that whether both of you are in the same page. because it will be embarrassing if only all this while one of you is feeling it.
for your case, as you mentioned that he like you too then it is much more easier. maybe he is the shy type of guy. i suggest you make the first move and give off signals to him. if he respond then good luck to you. but if he doesn't don't get angry over him. it could be your the first ever experience he ever have. you know beginners...

The guy should always make the first move...period. If he's interested, he WILL talk to you. A girl asking a guy out is making it too easy on him. He should fight for you. Let HIM chase YOU!!!! You're worth it!
