no mouth problems just do those things so i wont have any bad breath so that could not be the problem!!!!!!!!!!

Relax. If you all are under 18 the chances are that he is an inexperienced kisser and probably very nervous about how he will preform. He probably just wants you to think hes a good kisser and maybe hes scared he of what you might think if he doesnt know what hes doing. Anyway, if your over 18 and he isnt kissing you, thats probably cuz he doesn't like you.

I am a guy so I am here to help. I would say that you need to go for the lips of the guy. I know some girls try to kiss guys on other places like the back or arms. But if you kiss him on the lips he will really feel it for you.

He's probably just nervous. Give it time. I'm sure he knows you're excited and nervous about the whole thing, and I'm sure that doesn't help him trying to get up the nerve. Relax, it probably has nothing to do with your breath or how attractive you are or anything similar. Once you really relax, it'll happen.

You sure you are dating? He doesn't just see you as a friend?
Stand closer to him than usual, hold his gaze for longer than is comfortable and see what happens. If he doesn't try to kiss you, then kiss his cheek and make light of it. Good luck.
