It might count as a copyright violation -- depending on the nature of the picture.....

Other than that, unless you are advocating (and intending) immediate violence against that race, no it's not illegal.

In short, no. Freedom of speech is protected by the First Amendment. There is one caveat to that, however. If the person in the picture sees the picture they could sue for libel.

People in America are free to be bigots, but they aren't free to deny another citizen the freedom to pursue life, liberty, and the pursuit of happiness.

Don't know about the picture,but freedom of speech takes care of you.A few years ago they had a 5 mile race go in front of my house,so we decided to make a sign that said
Drunks
Against
Mad
Mothers
Well one of my brothers had later wrote fuc* the police on the bottom of the sign.The only reason I got in any trouble is profanity on the sign.

Then there are ethics. Look up ethics in your google.

There is something in America called Free Speech. As for the rest of the world, they must answer for this.

No, the government can't punish you for it. But upon receiving complaints from the public, certain private parties such as your ISP or your web hosting service will likely take action to have it removed.

There are 2 cases where it might be illegal:

1. if you are violating someone's copyright,
2. if you are inciting violence.

Otherwise, it's covered by the 1st amendment.
