Short answer: Very carefully.

Long answer:
As far as a raspy voice is concerned that's going to take singing more from your vocal chords, which over time can really start to hurt. So be sure that you don't sing like that all the time.

When yelling however, ask a cheerleader. I know it's odd, but trust me, they learn to yell out so the crowed can hear them all from their diaphrams. This saves their vocal chords, and why they can always talk okay at the next day.

But, if you're really into your band, and really want to be serious about singing you should find a professional trainer. A vocal coach, or a voice teacher. They'll make sure that you sing correctly, and sound the best you can doing it! Then you won't hurt yourself too.

Good luck with your band, and with your singing as well.

Instead of copying the same tone as the Billy Idol song, why don't you develop your own tone and style -making the song your own, something any talent scout or band judge would be looking for in a singer. That strategy saves your voice, too.

to sing with a raspy tone you'd have to use your vocal chords rather than your diaphragm. If you always sing raspy - then you will wreck your vocal chords (ie: vocal nodules).

When you scream - scream through your diaphragm. you can get good loud ones by doing that.
