Don't panic... that's angelic laughter actually, only the angel's got strep throat... and if you turn it right-side-up, you'll see that's really 999... just a bit of a heavenly joke.
On the other hand, harps, halos, and wings aside, historically speaking, angels rarely heralded good news... so yeah... I guess you should panic after all.
