Today, the hat that the pope wears is a replica of the head of the Dagon idol. Think about that for a while.

God has always been very particular about the way his priests are to be attired, and the Pope is a priest first, then a bishop, then Pope.

The MITRE is headgear that was originally ordained by God for his Levitical priests, in the times of Moses and Aaron ... and it is still in use today.

Here's the old testament biblical reference:

Exo 28:2 And thou shalt make a holy vesture for Aaron, thy brother, for glory and for beauty.
Exo 28:3 And thou shalt speak to all the wise of heart, whom I have filled with the spirit of wisdom, that they may make Aaron's vestments, in which he being consecrated, may minister to me.

the pope has many different hats that he wears for different occasions. but yes, he does have a tall and pointy hat and a little skull cap

The "tall hat" you refer to is called a Mitre. For a full and complete description of the Papal "regalia" ... as it is officially termed... see the wikipedia site below.

As for who MAKES the Mitre, there is a special department within the Vatican that is in charge of making all the vestments for him and the other staff of the Vatican.
