Sounds like something Thomas Jefferson would say.
It means...Man (humankind) invented/created gods after man's image and w/o this, the gods would not exist. Therefore, the gods should worship humankind since their existence depends on us.

i've heard something similar before. i always interpreted it as meaning: god created man, but man created all of the current ideas about god.
it came from some philosopher probably.

It means Simply that we're all created to worship. so, if we aren't really aware of the one true God, we find/make other things(gods) to direct that energy.

This is the conclusion that nearly everyone comes to if they actually study comparative religions.
