my sister says that in order for me to be able to dye parts of my hair blonde i'll need to bleach it first
what will be the effects of that on my hair

Your sister is correct--to go to a color lighter than your natural, you have to bleach. The other answerers so far are also correct--if you do bleach, have it done professionally and expect it to weaken/dry out your hair.

Depending on how much of it you want blonde, you have a better option: hairfalls. Sally's Beauty stores (at least here in California) will sell you blonde ponytails that you can simply clip into your hair. Other shops have smaller amounts of hair that you can clip, comb, or tie into your hair to give you some blonde streaks without bleaching. Finally you can ask at the salon about hair extensions woven into your own hair at the roots, in a contrasting color (like blonde!). It's more commitment than the clip in hairfalls but it could get you the look you want.

If you use bleach in your hair then 9 times out of ten your hair will start to break out eventually

dont bleach it! go to a salon and get it done there. they know what they're doing. bleaching your hair can have bad results.

It won't do anything permanent unless you don't die it back of course, but my friend did that at the very beginning of the last school year and she just died it back to her normal color. I hope that I have helped! :)
