Permanent Deacons can preside over marriages. It's well to know that the Priest/Deacon is not the minister of the Sacrament of Marriage. The Bride and Groom minister the Sacrament to each other. The priest/deacon is there to make sure the ministering is done properly.
As far as the wedding taking place in a local other than a Catholic Church, this is possible provided permission is given by the Bishop of the diocese inwhich the wedding takes place.
Special permission may very well have been granted in this case, given that the groom is Jewish. Devout Jews tend not to enter houses of worship that are not Jewish. Therefore, the wedding would have to take place outside of a Catholic Church.

No a catholic deacon is not allowed to do a marriage ceremony, unless somehow he is given the authority and power by the archbishop, which is rare. It doesnt matter where the wedding takes place they still need the permission from the arch bishop, a priest cannot do confession or many other rites after they become ordained, they must serve the archbishop and recieve his blessing and permission.

Yes, he may. It is the couple themselves who do the actually marrying, and the priest or deacon (or even a duly authorized layperson in rare cases) is the person who "asks for the manifestation of the consent of the contracting parties, and receives it in the name of the Church."
