If your Mother will not do anything about it then I would go to another adult. Possibly a teacher. If they won't do anything then you can contact the ASPCA or even a vet in your area. Tell them what is going on and they will tell you what else can be done. This is not only abuse to the dog but itis abuse to you since you are being mentally and emotionally hurt by watching your brother hurt your dog.
Do you have any other relatives close who you could talk to about it? How old is your brother and how old are you? I know that when I was growning up I was the oldest and my sister and brother did lots of things to drive me crazy. If I did anything to them I got in lots of trouble because I was older and bigger than them.
Please call your vet or the animal shelter near your home. Try to stand up for your dog and yourself. As long as you don't feel in danger of being beaten or anything I would stand up to my Mother. She is supposed to be there to protect you and she is not doing her job. This is dangerous.
People who abuse animals as kids, often grow up to be bad people and can harm people, start fires, abuse kids, commit serious crimes. I think your brother needs some help from a therapist. He may have a mental illness that can be treated with medication. He doesn't realize that he is hurting you by hurting your dog.
The dog can't defend itself so you have to defend it. Be strong. Go to another adult. Next time it happens, calmly tell your Mother and if she won't disipline your Brother, tell her, without yelling that you are calling the police and the Child Welfare Department. She is being very cruel to you.

Where are your parents?! If your brother is kicking your dog it's no wonder she tries to bite him. One day she may just decide she's had enough and settle the score before he knows what's going on and then you'll end up another horrible headline in the newspaper adding fuel to the fire behind unfair BSL's.
If you're parents won't correct him, then the police should. This is, without a doubt, animal abuse and the police will either fine or arrest your brother. Threaten him with the police if he doesn't stop. If he doesn't take you seriously and your parents still won't listen to reason then please, for the sake of your dog, call the police.
Also I'm sad to say I agree. Your dog is not safe in your house. You may be a great owner but your brother obviously doesn't deserve to own a goldfish let alone a dog. Animal control may ask your parents to surender the dog due to unsafe living conditions. My brother used to do this to our dogs to, my parents however were very strict when it came to hitting an animal. Each time my brother kicked the dog my dad would enforce an extra hour of hard labor around the farm for him.

Get a lock on your room. Then, every time he kicks your dog, you go empty something out of a drawer in his room. Or pull his sheets off. Or pour water on his bed. Or set his alarm for 4 am. Just make sure your bedroom stays locked, or he'll retaliate.
I'm sure you can't stand it, and I'm with you, but your brother obviously hates the dog, yet he has to live with it in his house. Two sides to this story.
There may be a time when, if your brother keeps it up, you may have to give your dog away to keep her safe.
For right now, teach your dog the command, Hush. If you can say, Hush, when your brother is being a pain, he won't have nearly as much fun kicking at the dog.
I think things will cool down a bit when school starts, because I think your bro is bored silly, and stirring up trouble just to make SOMETHING happen.

Your mom should be correcting him! Your brother may end up getting bit because he harrasses the dog!
My brother harrasses my dogs too.. he doesnt kick them, although I suspect he slaps them when no one is looking. He does make threatening gestures to them.. but then complains when they bark and growl at him. I keep telling him to just LEAVE THEM ALONE.. but he doesnt listen. I have told him before that if they bite, I will just laugh. He's an adult and should know better.. I will not correct my dogs if they bite him, and Ive told him that. When we were kids mom scolded him for harrassing the family dog and told him he will get bit if he doesnt leave the dog alone.. he ended up getting bit in the face.. he was stupid enough to harrass the dog a second time.. and got bit again!

This is animal abuse. If you've asked them to stop, and they haven't listened, you can report the incident to the police. I'm sorry to say, best idea may be to remove the dog from the household. As good an owner as you may be, your dog is not safe in your home.

my brother does the same thing, here is what worked for me. anytime you brother wants a favor from you ( and trust me he will) tell him he has to promise not to kick the dog. if he go back on his word then you go back on yours.
