How can you cry to Yahoo?

i`ve heard people say that people go crying to yahoo? how do they do that>?

I think it is by reporting abuse on questions or answers that they find offensive or inappropriate.

It means that they complain to Yahoo's powers that be, about technical things, or other people who use the site. Yahoo can't see their tears, but they try to make everyone happy even though that's almost an impossibility.
